Copy the BeamNG Installation West_Coast_USA to the levels folder, rename it west_coast_usa_og
Copy the previous plenum west coast mod files into levels and rename to _og
Create a new folder in levels named west_coast_usa
run the west coast batch file
run the plenum batch file

delete both _og folders

Check over the map for any texture issues & fix

Copy Main > Mission Groups > plenum_Edits
Copy items.level.jscon in mission groups from beamng install files > content > levels > West coast usa to new map folder, add line for plenum_edits

Copy All Art Folders over, delete any images leaving only json files from default west coast files (search for and delete .png .dae .dds .cdae .prefab)
 

in notepad ++ search in files (map folder) for any references to the /levels/[worldname]/art folder as well as 
".[worldname]" "_[worldname]"

point them to the default map's folder, then delete all files in art folders except .cs (maybe) or .json

jpgs in the parent folder plenum_west_coast_usa_og
info.json in the parent folder plenum_west_coast_usa_og

If making it a seperate map:
Unzip Defualt West Coast USA into a folder

Copy all JSON files from West Coast USA to new folder + Spawn images + info.json

Copy Gasstation and Bus route images  (facilities + delivery preview images)


Copy Art>Shapes>objects>flag files
Copy art>shapes>trees grasses files

Copy extra grass files and spanishbayonet in art > shapes > trees

Copy Prefabs?

Open editor and make sure terrain points to the right file

Using notepad++ search for "/levels/west_coast_usa/art/motorsports_art" replace with /levels/plenum_west_coast_usa/art/motorsports_art 
/levels/west_coast_usa/art/plenum -> /levels/plenum_west_coast_usa/art/plenum 
/levels/west_coast_usa/art/gridmap/shapes/grid/s_gm_groundplane_64m_sand.dae -> /levels/plenum_west_coast_usa/art/gridmap/shapes/grid/s_gm_groundplane_64m_sand.dae


If Copying over West Coast USA:
Fix any areas in editor
Delete exta mission group folders + decals config file
move Plenum mission group to main and add to missiongroup config so it loads and delete original missiongroup folder. 
(makes this load in the future even with further updates without messing with west coast usa)
